Thais entering Thailand on foreign passports

Is it true that a Thai citizen entering Thailand on a foreign passport need only provide his Thai ID card in order to be allowed to stay up to one year?

A Thai citizen entering Thailand on a foreign passport may stay for up to one year. He must first obtain a visa in order to enter Thailand. This can be a standard 30-day tourist visa. Once in Thailand, he should bring his Thai ID card and his house registration papers (tabien baan) to the Immigration Office and apply for a one-year stay.
