Hefty import taxes

I recently had some Christmas goods shipped here via UPS. The value was about 4,500 baht and shipping was a further 4,500 baht. The import tax and VAT I paid was calculated as 30% of the total value of the goods plus shipping, so I paid 3,700 baht. Is this correct? Surely the tax should be calculated on the value of the goods alone, not the goods plus shipping. Could someone please clarify?

The 30% is calculated on the value of the goods plus shipping and insurance costs.
