Who is responsible for property taxes?

I have heard conflicting reports about tax due on private rental properties. My question is simple: do foreigners who have a registered lease agreement have to pay annual property taxes of any kind? If so, how much and when?

The owner of the property is legally responsible for paying the property tax, not the tenant. Even if the tenant signs an agreement with the owner to pay the property tax, it is the owner who remains responsible for ensuring that the tax is paid. The tax is due each February, and is calculated as 12.5% of the rental fee.
